You cannot have the comments appear under the other fields for which it applies. It must appear in the same row.
I don't understand why you believe you might have to re-enter your comments. They are in the database and will be forever - unless you delete them. We are just talking about formatting the report.
However, what you can do, is to add the Sightings Comments to your report template and set the WRAP attribute on the Comment field. This will put the Comments in their own column, and wrap them within your defined width for that column until the comments are completely printed. What I also do for my sightings comments on reports is that I set the font to a size of 6 or 7. This makes their print smaller than the default and takes up less space.
Let me know if this doesn't make sense or if I am missing the point completely.
