Yes - MS Access was set to Run as Admin.

Kind of surprising. I would have thought that Run as Admin would have given you more permissions, not create a warning.

I think the reason you get the warning is because you're running a program with Administrative privileges without expressly choosing to do so "this time". I think the idea is to prevent this kind of situation:

a. Program has potential, if run with "admin privileges", of wiping out critical files.
b. Person installs program normally as intended to make sure nothing can mess up system.
c. Another person comes along and changes the shortcut to use "Run as admin" without first person's knowledge.
d. First person runs program, ends up trashing something critical because he thinks it's safely in "normal mode".
