Follow-up:
Got onto Jim's system this evening. Ran a process monitor from Microsoft to analyze what was going on.
He was getting two ACCESS DENIED errors in the licensing code. The monitor showed us which files.
I went into his CA Security antivirus/antispam/firewall software and did two things:
- set exceptions for those two files in the antivirus section, and
- disabled the firewall
Then BD came up without any problems. Solved.
To further diagnose if the firewall had anything to do with it, I shut down BD, and re-enabled the firewall. BD came up and worked after one initial file error - but no other problems. It showed as licensed and allowed Jim to use the Unlock feature. So, apparently while the firewall feature in the CA Security software caused a minor problem, it was setting the exception on the two files that gave final clearance.
