Another user with juno internet reported this issue last week. By any chance are you using juno for your internet provider?
What the other user did to get this to work, and I am paraphrasing, is to go into modem mode on their juno connection. Then everything worked.
What they told me in email...
Juno's top "File Edit Connection Options [etc]" bar lists Connection. When opened it has: Connect using a Modem Connect over Network Connect using Juno Express, etc.
If you have Juno please try this and report back.
If not, are you clicking on the network installation link on the Downloads page for v3.6? As with the customer last week, I just tried on two different systems on two different network providers and it worked for me.
Also, what version of Windows are you running? And is it 32-bit or 64-bit please?
