Sorry for my delayed response. It has been busy around here for the last day.
Short answer - Petey (aka the Microsoft Agent or MSagent) is a finicky fella that is prone to not working for a variety of reasons.
Thanks for all the screenshots - they help to get to a diagnosis quicker than without. 
It appears that you have another speech engine installed on your system that is overriding Petey's (aka MSagent's) engine. This is determined by the different speech dialog that you get rather than the default. Many pieces of software which have their own speech recognition features will overlay and replace Petey's default engines without so much as a warning. Thereby disabling Petey's functioning in one of many ways. In your case here, he can't listen.
Questions:
- Is this a new BD installation?
- Did BD and Petey every work on this system?
- Have you recently installed (or know that you have installed) other software which has speech recognition?
- Are you on XP or Vista, or what?
The fix for this kind of thing always involves one or more of the following:
- removal of the software which overwrite default MSagent function
- go to Microsoft's web site for MSagent (http://www.microsoft.com/products/msagent/main.aspx) which has moved now that it has been deprecated and no longer supported by Microsoft. This has usually involved downloading the default speech engine for MSagent, overriding the one you have now.
- go to Microsoft's web site and using their Bing Search feature at the top of the main page search on MSagent. You will get a variety of links to forums, technical pages, the main page listed previously, and so on. Your best chance for support.
BD will no longer support/use Petey in 3.7 simply because it is no longer supporte by Microsoft and because it is unstable in many situations.
I can tell you that, on a standard out of the box XP or Vista system, Petey does work after BD installation. So, it is one of the problems above that is preventing it from working and one of the potential areas above to investigate for its solution.
